General Conference Information

Yes. TotalForce+ will proceed as planned. MOAA’s status as a veterans service organization (VSO) means a lapse in government funding does not mean a lapse in collaboration and participation for military and civilian leaders in the DoW, VA, and all our many partners from industry. MOAA’s status as a VSO also means attendance and participation is permissible, just like this week's Association of the U.S. Army conference. For more information, please refer to our recent press release on this topic.

Military and civilian employees planning to attend TotalForce+ should ensure their participation aligns with the latest government travel and conference policies, including those outlined in Executive Order 14222, titled "Implementing the President's 'Department of Government Efficiency' Cost Efficiency Initiative," signed Feb. 26, 2025. This order requires federal agencies to document approvals for federally funded travel related to conferences and non-essential purposes. Employees may be required to submit a written justification for travel, which must be approved through the appropriate channels.

For those who are local to this event, there are no additional costs for attending, and participation does not require travel approval.

For those traveling more than 50 miles, we recommend consulting your leadership and travel authorizing official as early as possible to determine funding eligibility and approval requirements. Attendees should ensure compliance with their agency’s travel policies and secure the necessary authorizations before making arrangements. Updates will be shared as new guidance becomes available.

TotalForce+ will take place at the Gaylord National Resort & Convention Center in National Harbor, Md., on Oct. 28-29, 2025.

This conference is designed for military and civilian leaders and personnel, spouses, veterans, industry experts, VA representatives, congressional and federal agency representatives, and anyone passionate about strengthening the military community.

While there is no strict dress code, we recommend business casual for non-military personnel. For military personnel attending in an official capacity, we recommend operational camouflage pattern (OCPs) and uniform of the day (UODs).

Yes! Complimentary parking is available on a first-come, first-served basis for the following groups:

  • Currently serving military and uniformed service members (and their spouses)
  • Federal employees (DoD, VA, USPHS, and NOAA)

Free parking is offered only in the garage and lot located off St. George Blvd. — not in the adjacent lots surrounding the Gaylord. To get there, enter National Harbor and continue on National Harbor Blvd. Turn right onto St. George Blvd., which leads directly to the bus loop. The garage and connecting lot will be on your left.

We’re using a voucher system managed by Town Park, the Gaylord’s parking vendor. Here's how it works:

  • When you arrive: Take a ticket at the garage entry gate and park as usual.
  • Before leaving for the day: Stop by the Town Park desk (Atrium Level, across from the TotalForce+ exhibit hall, near the registration desk) to pick up your parking voucher. Those who are eligible for free parking will have a notation on their conference badge. Please show this to the parking representative. They will give you a voucher to exit the garage.
  • When exiting the garage:
    • First, insert the original entry ticket.
    • Then, scan the barcode on your parking voucher to exit at no charge.

Important: Vouchers must be picked up before going to your vehicle. Parking attendants at the booth cannot validate your badge or issue vouchers outside the garage. The parking voucher desk will be open 30 minutes after the last scheduled event each day.

Please note: Only one voucher is needed per vehicle. If you're carpooling, only the driver should pick up a voucher.

What if I’m not eligible for complimentary parking?

Self-parking at the Gaylord is available at a discounted rate of $26 per day.

To receive the discounted rate, the process is similar to complimentary parking:

  • Take a ticket when entering the parking garage.
  • Visit the parking desk near TotalForce+ registration and show your conference badge. You will receive a receipt with a barcode.
  • When exiting the garage, insert your original entry ticket and then scan the receipt barcode provided by Town Park to exit paying the discounted rate.

Registration & Costs

  • Currently Serving Military & DoD/VA Government Employees and their Spouses: Free with verification (.mil or .gov email required to receive complimentary reservation; spouses will be verified independently).
  • MOAA PREMIUM and LIFE members will receive a significant discount to attend. ($150 instead of $750). Note: Please use the email address associated with your MOAA membership registering to ensure your discount is applied.
  • General registration: $750 for the full two-day event.

No, group discounts are not available.

  • Access to keynote sessions, panel discussions, and breakout workshops.
  • Entry to networking receptions and exhibitor areas.
  • Complimentary refreshments throughout the day.
  • Complimentary meal vouchers for the two-day conference will be available on a first-come, first-served basis for the first 60% who register and attend.

We strongly encourage pre-registration to secure your spot, but on-site registration may be available on a first-come, first-served basis if the event is not sold out.

Refund requests must be submitted in writing to registration@totalforceplus.org by Sept. 25, 2025, and are subject to a 25% cancellation fee. No refunds will be issued after Sept. 25, 2025.

Yes, registrations can be transferred at any time until the badge has been distributed. Please contact registration@totalforceplus.org for assistance.

Tickets to the Roast & Toast can be purchased during registration, but both events currently are at a waitlist status for most registration types. To add your name to the waitlist, click the “Add to waitlist” link during the registration process.

Currently serving military & government employees and their spouses can attend for FREE. Registration is required.

Pricing for all other attendees: $50

Tickets to the Brunch & Learn are FREE for those with TotalForce+ attendee badges. Registration is required.

Tickets for both events are extremely limited and available on a first-come, first-served basis. A waitlist will be maintained, and any available spots will be released 15 minutes prior to each event.


To ensure fair access for all participants, attendees are expected to make every reasonable effort to attend events for which they have registered. If you have registered but are unable to attend, notifying event organizers as soon as possible allows the spot to be reallocated to another eligible attendee or the waitlist.

NOTE: No-shows for the Roast & Toast event will not be refunded.

Travel & Lodging

Our room block at the Gaylord National is now completely full and no additional government-rate or standard-rate rooms are available.

We encourage attendees to explore other hotel options in and around National Harbor, Maryland, or Northern Virginia, which are just a short distance from the conference venue. Many nearby hotels offer convenient access to the Gaylord and the National Harbor area.

MOAA does not cover travel or lodging for attendees, including MOAA Chapter and Council members, but some outside organizations may offer funding for professional development. We recommend checking with your unit, employer, or professional associations.

  • Ronald Reagan Washington National Airport (DCA) – 15-minute drive
  • Washington Dulles International Airport (IAD) – 45-minute drive
  • Baltimore/Washington International Thurgood Marshall Airport (BWI) – 50-minute drive

National Harbor’s convenient location makes it easy to get here from anywhere in the surrounding area. The destination is directly accessible via the Woodrow Wilson Bridge, the Capital Beltway (I-495), I-95, and I-295.


Via public transit:

Those who prefer public transit will find it’s incredibly easy to make it here from both Maryland and Virginia. Access is available from the WMATA NH1 Line and WMATA NH2 Line. Consider using this trip planner.


Via airport:

National Harbor is close to all three of the area’s major airports: Ronald Reagan Washington National Airport, Washington Dulles International Airport and Baltimore/Washington International Thurgood Marshall Airport. Take advantage of taxis or rideshare options to reach the hotel.

Gaylord National Resort & Convention Center is a cashless property. The resort primarily accepts credit and debit cards for payments, including at the front desk, for food and beverage, retail purchases, special events, and parking. For guests who only have cash, there are Cash-to-Card kiosks located on the lobby level where you can convert cash into a Mastercard, ranging from $20 to $500. There is no fee to use the machine, and the card can be used anywhere Mastercard is accepted.

TotalForce+ generally does not offer honorariums or speaker fees. Selected speakers may receive complimentary registration and VIP networking opportunities.

Exhibitor setup will take place Monday, Oct. 27 from 9 a.m. – 5 p.m., and teardown must be complete by Thursday, Oct. 30 at 10 a.m. More details will be shared with confirmed exhibitors.

Yes — select sessions will be recorded! All Main Stage Plenary Sessions and TotalForce+ Talks will be captured. We’re still finalizing how and when these recordings will be made available to attendees, so stay tuned for more details closer to the event.

All attendees can enjoy complimentary refreshments throughout the day. Meal vouchers will also be available to the first 60% of registrants who attend.

Gaylord National Harbor offers several on-property restaurants including Old Hickory, Harbor Social, Potomac District Cafe & Market, Belvedere Lobby Bar, and POSE Rooftop Lounge. Multiple dining options also are available directly outside the hotel and within walking distance. Refer to National Harbor’s website for additional information.

Infants in arms are able to attend, but strollers are not allowed in the exhibit hall.

Yes, the Gaylord provides a nursing mother’s lounge. Attendees will have access to a Mother’s Room that can accommodate three or four people at a time. Please check in at the front desk and a staff member will escort you.

In the event of a medical or safety emergency, please dial 911 immediately. For non-urgent issues or assistance, contact the Gaylord National's Safety Services department number at (301) 965-4500 or extension 333 on any hotel phone for assistance. You can also notify a TotalForce+ volunteer to make them aware of the situation.
Gaylord National maintains a 24/7 on-property security staff that are trained in basic first aid, CPR, and the use of automated external defibrillators. Basic first aid supplies will be available at the registration desk. For serious medical needs, please contact hotel security or dial 911.
